Institute of Social Studies and Analysis implemented the project under UNICEF and USAID contract. The overall goal of the study was to identify the factors that serve as obstacles for accessing social services for the vulnerable population and to inform polices to increase the reach and effectiveness of social welfare instruments.
The study was implemented by using of different research methods: focus group discussions and face-to-face interview.
During the first stage, focus groups (7 group discussions) were held in order to discuss the issues regarding access barriers to different forms of social services by relevant stakeholders and to better formulate the study hypothesis and identify most relevant study variables. Group discussions and in-depth interview materials were transcribed and analyzed. During the second stage, the survey instrument (questionnaire) was designed, piloted and trainings of supervisors and interviewers were held (Sample of the survey was 902 interviews).
The data was analyzed by ISSA statisticians in SPSS program. During the final stage the analytical report was designed.
