World Vision Georgia 2013-2018 strategy final evaluation, 2018

Within the framework of qualitative research, was deeply studied WVG strategy final evaluation, to learn 5-year strategy implementation, to determine the progress made towards strategic goal and objectives of technical programs: early childhood development, child protection, youth development and to inform the next stage development processes. The objectives of evaluation were:

  • Relevance and appropriateness - To evaluate the relevance and appropriateness of program design and program contribution towards the community needs;
  • Effectiveness and impact - To assess the progress made towards achieving project goals and outcomes and the impact of the programs on the lives of community people, especially on child well-being;
  • Cost-effectiveness (Cost per beneficiary) - To assess whether the programs/project models have been cost-effective;
  • Sustainability - To explore and learn about the extent to which the program builds towards sustainability.

The evaluation was conducted for all 3 Technical Programs in all 4 targeted Area Programs - Kakheti, Imereti and Samtskhe-Javakheti and Tbilisi. Technical programs were the primary analysis unit for strategy evaluation, APs were second analysis unit.

  • Qualitative methods:

In order to supplement the quantitative data collection, triangulate quantitative data with qualitative information and explore evaluation objectives such as relevance, effectiveness, impact and sustainability, key informant interviews and focus groups discussions were carried out.

  • Focus Group Discussions (FGD)

FGDs were conducted with AP staff, community members, caregivers of children aged 2-18, children 12-18, foster care parents and key stakeholders at local level per TP (Preschool workers, CP actors, School Staff Representatives). 

  • Key Informant Interviews (KIIs):

KIIs were conducted with TP Coordinators, Operations Manager, and Country Program Director. Also, KIIs were conducted with key stakeholders at national level. 

  • Document review:

A number of documents like WVG Strategy, TA and TP narratives, TP appendices, Annual monitoring analysis, TP annual reports, budgets, as well as other relevant documentation were reviewed to get information on the evaluation objectives and key evaluation questions mentioned. Reviewing program documentation contributed to the assessment of the extent to which observed results/changes were due to program activities rather than other factors. In addition, comparisons of evaluation findings with national trends enabled us to understand the changes observed in the evaluation with reference to broader trends and events in the community/country.

Document review was also applied for conducting cost-per beneficiary analysis (tools used for assessing cost per beneficiary of child protection project models provided by MEER was used). Cost-per beneficiary analysis was done by WV SQE and the results was provided to contracted company for inclusion in the final evaluation report.
