The study focuses on the experience and attitudes of Georgia population related to tobacco consumption and illicit cigarette trade/smuggling. Public opinion survey was conducted to meet the project’s purpose and objectives.
Method: Faced to face interview.
2. Sample
Target group: the population of the municipality of Georgia (18+ of age). In particular, as in Wave 1 survey, respondents were from Tbilisi, Kutaisi, Zugdidi, Gori and Akhaltsikhe.
Old households
The second wave survey was based on the information (addresses) derived from the Wave 1. Though, it was difficult process to find the same respondents and make them agree to participate in the study. To catch them sometimes second and third visits were necessary to conduct. Often targeted respondents were recruited through phone calls ahead. Interviewers acted in a following way – firstly, they tried to call to the respondents in advance and negotiate when to meet; but sometimes it was not possible because of different reasons: a) phone numbers were absent; b) old respondents did not hold the same number, etc. In this case knocking the door method was used.
New respondents in the same (old) households
New respondents (in the same households) were interviewed when it was impossible to recruit old respondent. Here the simple procedure was held: If there were 2 smokers in household (1 old and 1 new), replacement was made mechanically. If there were more than 2 smokers in the household, interviewer used a random selection method: namely, those individuals were selected whose birthdays were the last.
New households
New households have been selected in the same regions, exactly the same sampling methodology, as it was used during the Wave 1 (A multistage, clustered sample with preliminary stratification) was used to produce data representative of each municipality.
3. Total sample attained
1) Old household – old respondent: 2036 (they were re-interviewed from Wave 1);
2) Old household - new respondent: 31 (same household but different household member);
3) New family – new respondent: 1166 (completely new household).

d) Totally 930 old households could not be reached (i.e. interviews were not conducted). There were three main reasons identified why the interviews were not conducted in old households:
1) The respondent refused to answer (here comes 3 cases when respondents died) – 288;
2) The household refused to participate – 300;
3) The house/apartment was closed/locked – 342
Sample size: Total number of interviewed respondents was 3233.
Sample design: Multistage cluster sample with stratification.
